Content Requirements
We're excited to make TikTok a place where developers can build and share applications that inspire creativity and bring joy to our global community. To help us achieve this vision, we're committed to maintaining a safe, inclusive, and welcoming environment for everyone on our platform.
The following content requirements are designed to help developers understand what kinds of content are allowed on TikTok - including the content within your application itself, as well as associated elements such as your application's name, icons, descriptions, and other promotional materials. Under the categories, we share helpful examples meant to guide you, but they don't cover every situation. These guidelines reflect TikTok's values and our shared responsibility to keep the platform safe, authentic, and enjoyable for all users.

Violent and Hateful Organization and Individuals
We do not allow Minis that are created by or that promote dangerous individuals or organizations, including terrorists and terrorist organizations, organized hate groups, or criminal organizations and their members.
This includes content featuring names, symbols, logos, flags, slogans, uniforms, gestures, salutes, illustrations, portraits, songs, music, lyrics, or other materials intended to represent or promote these groups or individuals.
- Terrorists and terrorist organizations: Non-state actors that threaten or use violence, or commit serious crimes (e.g., crimes against humanity) against civilian populations in pursuit of political, religious, ethnic, or ideological goals.
- Organized hate groups: Individuals or organizations that attack or incite hostility against people on the basis of protected attributes, such as race, ethnicity, national origin, religion, caste, sexual orientation, sex, gender, gender identity, or immigration status.
- Criminal organizations: Transnational, national, or local groups engaged in serious criminal activity, including violent crimes (e.g., homicide, rape, robbery, assault), trafficking (human, organ, drug, weapons), kidnapping, financial crimes (e.g., extortion, fraud, money laundering), or cybercrime.
We also do not allow content that contains threats of violence or incitement to violence targeted at real individuals or organizations.
Suicide and Self-Harm
We do not allow Minis that involve suicide, suicidal ideation, or that might encourage suicidal or self-injurious behavior and prohibit any form of content that promotes, normalizes, or glorifies suicide and/or self-injurious behaviours, provides instructions for suicide or self-injurious behaviours, or content that portray suicide or self-injurious behaviours as heroic or honorable.
Body Exposure and Sexualised Behaviors
We do not allow Minis that contain certain types of body exposure or sexualized behavior content, this includes, but is not limited to, content that:
- Showing:
- Penetrative sex, non-penetrative sex, or oral sex—including digital or illustrated images, like manga
- Physical sexual arousal or stimulation
- Fetish or kink behavior, such as BDSM or sexual behavior involving a focus on specific body parts
- Nudity of adults or young people—including digital or illustrated images, like manga
- Significant body exposure of young people, such as wearing only underwear or lingerie
- Facilitating access to sexual services, such as offering or asking for sexual acts, sexual chats or imagery, or pornography.
- Showing young people engaging in intimate kissing, sexually suggestive acts, or sexualized framing
- Sexually explicit language involving or directed at young people
Adult Sexual Abuse
We don't allow Minis that show or promote the sexual abuse or exploitation of adults. This includes non-consensual sexual acts, image-based sexual abuse, and sextortion.
Youth Safety
We are deeply committed to protecting the safety of youths on the Minis. We define a youth as any person under the age of 18. We do not allow Minis to depict abuse, exploitation, or endangerment of youths. We report child sexual abuse material (CSAM) and support evidence to the National Center for Missing & Exploited Children (NCMEC) and to any additional relevant legal authorities.
- We do not allow showing, promoting, or engaging in youth sexual abuse or exploitation, including:
- CSAM, including any screenshot or clip from the original material, even if it doesn't show nudity or sexual activity
- Romantic relationships between an adult and young person, including pedophilia, or self-identifying as an adult attracted to young people
- Grooming behavior
- Sextortion
- Sexualizing or fetishizing a youth
- Sexual solicitation, including invitations to do something sexual, connect off-platform, or share explicit images—even if another young person makes the request
- Explicit imagery of youth sexual abuse in fiction or art
- Neglect, endangerment, or physical or emotional abuse of young people
- Sharing content that could identify a young person who has experienced abuse or exploitation
Hate Speech and Hateful Behavior
We do not allow hate speech, hateful behavior, or promotion of hateful ideologies on Minis, this includes attacking people based on protected attributes, such as case, disability, ethnicity, gender, gender identity, immigration status, national origin, race, religion, serious disease, sex, sexual orientation, or tribe.
This includes, but is not limited to, Minis that:
- Contain hate speech or hateful behavior, including content that attacks, threatens, incites violence against, or dehumanizes people based on protected attributes.
- Use slurs or disparaging terms to attack, threaten, incite violence, or dehumanize individuals or groups based on protected attributes.
- Praise, promote, or support hateful groups, figures, or ideologies that express hostility toward people because of their protected attributes.
- Incite religious conflict or promote division between faith communities.
- Perpetuate harmful stereotypes about protected groups.
Integrity and Authenticity
We do not allow Minis and/or activities that may undermine the integrity of TikTok. We do not allow Minis that contain misleading information that could cause significant harm.This includes:
- Content that contains harmful misinformation such as (i) misinformation that poses a risk to public safety or incites panic, (ii) health misinformation that could cause real world harm or (iii) Misinformation about elections or other civic processes.
- Conspiracy theories or hoaxes that could cause significant harm, such as those that make a violent call to action or have links to previous violence
When creating Minis that reference real events, a clear disclaimer must be made to remind users that any reference to real individuals or events are coincidental.
Shocking and Graphic Content
We work to keep TikTok a safe space where people are not exposed to content that is excessively gruesome or disturbing. We do not allow Minis that include or promote shocking, graphic, or sensationalized depictions of violence, suffering, or gore.
This includes, but is not limited to, Minis that:
- Describing vivid, brutal, or realistic acts of violence against people or animals (e.g., torture, animal abuse).
- Promote, glorify, or graphically depict gore or excessive suffering.
Harassment and Bullying
We are committed to keeping TikTok a place where everyone feels safe and respected. We do not allow Mini apps that promote, encourage, or facilitate bullying or harassment in any form. This includes, but is not limited to Minis that:
- Promote, encourage, or facilitate bullying behaviors such as degrading, humiliating, or abusive language directed at an individual or group.
- Promote, encourage, or facilitate unwanted or inappropriate sexual behavior toward others, including content that glorifies, normalizes, or promotes sexual harassment.
- Promote, encourage, or facilitate threats, insults, or abusive language of a sexual nature, such as inciting sexualized comments, making derogatory remarks about sexual anatomy, orientation, or activity, or making threats regarding someone’s private sexual life.
Regulated Goods and Services
We want TikTok Minis to remain safe and trustworthy. We do not allow the trade, promotion, or facilitation of regulated, prohibited, or high-risk goods and services, or content that enables real-world fraud or scams. Minis may be rejected or removed if they relate to activities or goods that are illegal or tightly regulated in most regions, even if they are permitted in the jurisdiction of posting.
This includes, but is not limited to, Minis that:
- Trading, marketing, or providing access to (except where otherwise specified):
- Alcohol, tobacco, drugs, or other regulated substances
- Real world firearms, ammunition, explosive weapons, or instructions on how to make them
- Gambling, gambling-like activities, or mystery value products
- Counterfeit or fake goods
- Sexual services, including solicitation or sexcamming
- Engagement services like selling likes or followers
- Live animals, as well as endangered species or items made from them, like ivory or rhino horn
- Hate speech-related items, such as books or apparel with hate symbols
- Mislead people for unlawful financial gain or to cause harm, including scams such as phishing, Ponzi schemes, multi-level marketing, or pyramid schemes.
- Content that suggests, depicts, imitates, or promotes harmful activities such as the possession or consumption of alcoholic beverages, tobacco, or drugs by a youth.
